Boeing outsourced the ✈'s parts to different firms but seemed to have a loose grasp on the whole thing. As the main firm, Boeing must have keenly supervised the crucial things. It's a key part of quality control.
Also, some knowledgeable Boeing folks left Boeing. Brain drain.
