We'll that's not correct anymore. After at most 2 years (depending on the contract) you can cancel every month.
It's the law since I think last year.

Still way too much dV. Deorbiting might be a few hundred m/s. Getting up to medium earth orbit could easily be 1000-2000 m/s.
