This opinion is on par for the Eurasia program as a whole, which the author is part of. I would be curious to see if they have the same opinion of US supporting Israel for 75 years as "unnecessary, dangerous, and costly".
The only peace agreements Russia ever offered was making Ukraine another puppet state like Belarus. Which basically required them to demilitarize so that Russia could integrate them into Russia officially at a later point.
