What's a good NAS and server system under CAD$900 (USD$658)?

I am currently using an old laptop (circa 2015) with a 250GB SSD in it, and 4GB of RAM. It runs Fedora 39 Server, and only hosts a Jellyfin instance through Docker right now (though I want to use Nextcloud later too). But isnt tailscale not just a wrapper for wire guard that does not require big configuration? So I would still end up an VPN and send all my traffic over my home network?

I took a look at tailscale a while back but was turned off immediately because it requires an account at their site. Would headscale run on my own server at home?

I would argue in addition to that, that it is the things you don't see on tiktok. They censor specific content that is criticising china or portraying them in a bad light. I'm shure there is good content on the platform. But I genuinely do not understand how people can still use tiktok, same as meta platforms (though they don't censor that much). Do they not know? Or don't care?

Only thing I'm not sure about, I have basically only access to the pi over SSH. I could use a screen and keyboard but would prefer not to.
What would happen if I configure the network wrong on the pi and can not connect anymore, even over my home network? Could I change the config by putting the SD card into my laptop and changing a file?
Or is it possible to make it redundant, so if it can't find a DHCP server, it automatically switches to the preconfigured settings you described? :)

    I have 2 HDDs with a speed of 180mb/s with a burst of 6gb/s according to the Seagate website.
    Usb3.0 has a data transfer rate of 5gbit/s

    So the usb connection will be the bottle neck, but 1. My network speed is not that fast and 2. 5gbit/s is still plenty I think?

    I have an issue with how SIM cards are handled in most countries

    Almost all countries require official authentication to activate a SIM card. This seems to me as a huge privacy problem, if the country can track sim cards across cell towers and connect them to a person. It seems like a dystopian system, that we litterely can not hide from our governments without turning off our smartphones....

    I don't have this much trust in the system anymore to be honest. If the data is available, it can be misused or leaked or hacked. Maybe I am paranoid ¯⁠\⁠⁠(⁠ツ⁠)⁠⁠/⁠¯
