The world of Deus Ex is one of extreme late stage capitalism, so disposable for no other reason then to make you buy another one tracks... Or maybe it's a liability thing?
It's obviously to ensure terrorists can't use them at scale without obtaining crates of the things. They made and sold a reusable multitool once - society almost didn't recover.
Man, I was enjoying Deus Ex, but I ended up dropping it halfway through. It wasn't even a decision to do so, I just stopped playing due to being busy and being in a frustrating part in game (I don't even remember where or why, last I actively remember is Hong Kong, I think, but I don't think I dropped it there). Maybe I should try to finish a playthrough soon
I guess they think tools are just things like pliers, wrenches, grinders etc. without realizing they themselves are the real tools they made along the way
