Most job responses I get is they're not hiring anymore due to restructuring. Aka they just go for pure profit increase while overworking the understaffed employees. No more remote interviews either. It may take a while to get hired, but it's so much less drama than private industry.

The library in my area has a job seekers center. They have lists of all civil service jobs. Apply to everything you can.

That was a thing when I was in 4th or 5th Grade.

A few people would be in on it. The victim comes over and the instigator tells a stupid pointless joke, and everyone laughs. The outsider either laughs along and is mocked for being a brownnoser, or they look confused and are mocked for not getting the joke.

Alvin Toffler's books 'The Third Wave' and 'Future Shock' should get a mention. Back in the 1970s the writer and his wife figured out that the coming transition from Industrial to Digital Ages would be a bigger change then the move from hunter/gatherer to farming. 'The Third Wave' refers to the change itself and 'Future Shock' is the reaction; many people are unwilling/unable to adapt to a world where all their old ideas/skills are useless.

After age 30, and it's a silly gimmick for idiots.

    I'm working with my neighbors to petition the city to add traffic calming measures (e.g. speed bumps, one way roads) to my street. I'm also hoping to turn it into a bit of a research project.     Ever seen one of those speed monitors that tells drivers exactly how fast they are going? Those seem to work well.
