I think the artist was struggling to put expression in the eyes and a visible car while still showing the bright headlights effect. It’s not pretty but it gets the point across
I don't think she's frowning so much as trying to give a suggestive look. It was probably somewhat hard for the artist to convey on a car. As for the headlights, like the other person said, if they were actually on the car, they would cover the face completely.
