I always suggest to read the whole disc world series in the order of their publication - first of all they're all very entertaining books, and the order of publication develops the whole scenario as Terry Pratchett intended.
And what about the rights of the muggles that do streetmagic, illusionists, magicians and slight-of-hand masters? They can sort of bring some magic to the table.
